Public Disclosure Statement
The Code of Virginia, Section 53.1-196.3, allows child day centers operated by religious institutions the opportunity to file for an exemption from licensure by meeting documentation and other requirements within the exemption law. The statements below have been prepared and distributed to meet requirements of the exemption law.
EXEMPTION
In compliance with the Code of Virginia, the New Life Learning Center is exempt from licensure and is classified as an “Exempt” child day center.
QUALIFICATION OF PERSONNEL
Staff position descriptions are posted for your review within the New Life Learning Center.

DESCRIPTION OF FACILITIES
The New Life Learning Center is located at 1212 Kecoughtan Road, Hampton, Virginia. The number of rooms used for the Center is 4. The kitchen facilities are available for use by the center. The center has at its disposal a computer lab and reading library.
ENROLLMENT CAPACITY
The maximum number of children that the Center will enroll is 75. This figure is dictated by the Hampton building inspector.
FOOD SERVICE
The New Life Learning Center intends to provide food service. The description of the service consists of the following:
Combination (hot/cold) breakfast
Mid-morning snack
Combination (hot/cold) lunch
Afternoon snack
Also, for those children that remain and participate in PROJECT S.O.U.L. a Combination (hot/cold) dinner will be served.
HEALTH REQUIREMENTS FOR STAFF
Staff employed at the New Life Learning Center have been certified by a practicing physician to be free from any disability which would prevent them from caring for children. Documentation is on file at the center.
PUBLIC LIABILITY INSURANCE
The New Life Learning Center is covered by public liability insurance which provides coverage in the event that someone brings suit for personal or bodily harm suffered during the operation of the center as a result of negligence.
New Life Learning Center and Child Care Center
Policies and Procedures:
A. Admission/Registration: All applicants must complete an Enrollment Agreement A Birth Certificate and all Immunization Records and Physical Exam forms must accompany the Enrollment Agreement for full consideration of enrollment. All completed forms will be reviewed and answered within five days of completion.
B. Dismissal: The Child Care Center will close at 6:00 PM each day. All children must leave the Center no later than 6:00 PM. All children left at the Center after 6:00 PM will be charged a late pickup fee in accordance with the Enrollment Agreement.
C. Withdrawals: Withdrawals from the Child Care Center must be submitted in writing at least two weeks prior to withdrawal date. Parents are considered responsible for enrollment not terminated within a two week period submitted in writing. Upon withdrawal all items belonging to children must be removed from the Child Care property or they will become the property of the Center.
D. Absences incurred during the week due to illness or other reasons will not be subject to refund of monies paid in advance or credit for an additional time period. If your child becomes ill and the parent fails to notify the Center within 24 hours, enrollment will be considered as terminated and the parent will be billed for a two week termination withdrawal requirement fee. If your child receives transportation from the Center and has been kept home or sent home from school due to illness and the parent fails to notify the Center, the parent will be accessed a separate transportation fee aside from what is already required.
E. Behavior/Discipline: All children are expected to conduct themselves in an orderly and respectful manner. Disrespectful and rude behavior will not be tolerated. Unacceptable behavior will be addressed by teacher/child conference, time out sessions, or administration/parent conference. Children that will not adhere to the Center's behavior guidelines will be dispelled. At no time will any staff member physically discipline a child.
F. Illnesses: All children suffering from common illnesses such as: coughing, running eyes, sore throat, diarrhea, fever vomiting, rash, etc. must stay home at least 24 hours after recovering from these illnesses. If you are unsure of your child's health for the day, please notify the Center of the illness and keep the child home. All contagious diseases must be reported to the Center within 24 hours and the child must return with a release form from the doctor. No medications will be administered by the Family Child Care Center at any time. No exceptions!
G. Clothing: All children must be dressed appropriately for Center activities. If in doubt, please ask us. All children are asked to have a change of clothes in case of an accident. All clothing should be labeled.
H. Inclement weather: The Child Care Center will follow the same inclement weather schedule as the Hampton school system. If the Hampton Schools close due to ice, sleet, hurricane or other inclement weather, the Center will close. Please call the Center if you are in doubt.
I. Closings: The Child Care Center will be closed on the following days:
1. New Years Day .
2. Memorial Day,
3. Independence Day
4. Labor Day
5. Thanksgiving (and Friday after)
6. Christmas Eve and Christmas Day
*If the Holiday falls on Saturday or Sunday, the Center will be closed on the following Monday.
J. Transportation: If the Center attempts to pick up a child as requested by the parent and the child is unavailable at least two times in a 30 day period, transportation will terminate until a parent conference has been held.
INFECTION CONTROL POLICY
No matter where a child is, it is inevitable he/she will get sick at some point in their lives. To build stronger immunities, we as parents and child care providers, should not shield a child from the outside world. Because we are in a childcare setting, your child will come into contact with groups of other children outside your families. We will take stringent measures to prevent the spread of many common childhood diseases that are contagious. We will complete a morning health check to be sure your child is not sick. If your child is sick we will request you take the child back home. If your child gets sick during the day, we will separate your child and call you immediately to come and pick him/her up immediately. We will work to maintain healthy and sanitary conditions in our center. We request you, the parent, help us maintain a healthy environment by:
1. If your child has been exposed to any of the diseases listed on the "Communicable Disease Chart for School Personnel" we have given you, please notify us of the exposure.
2. If your child shows any of the following symptoms at home we ask that you do not bring the child to the center until the symptoms are gone or your doctor states it is okay for the child to be around other children.
Breathing difficulties
Unusual spots or rashes
Sore throat
Skin color that is abnormal
Skin infections that are contagious
Severe coughing, sneezing
Fever
Pinkeye
Sores that are not from accidents
Vomiting
Urine and stool that is abnormal in color
Headaches
General mood and unusual behaviors
Diarrhea
Discipline Policy
New Life Child Care
We would like your child to experience success while enrolled at our center and throughout higher life. Therefore, we must implement behavior guidelines that will help your child through difficult times of negative behavior. We will use the following guidance techniques:
1. Take A Break
The child is separated from the group to allow him/her time to relax and calm down. The child will have access to activities and will be supervised while taking a break. The child may return to the group as soon as the negative behavior stops or is significantly reduced. If a child must take a break more than two times or more in one day, parents will be notified.
2. Logical Consequences
The teacher will help the child understand the logical consequences of his/her actions by removing the object or activity the child is engaged in.
3. Verbal intervention
The teacher explains to the child the inappropriate behavior and shows him/her the appropriate way to handle the situation.
4. Redirection/Distraction
We will offer alternatives to children engaged in undesirable behavior by presenting a different toy, suggesting a new activity, engaging the child in an activity with a teacher or another child, or encouraging independent activities.
5. Ignoring
Some negative behavior is produced by a child to get attention. It can be discouraged when it does not get the attention desired. This technique will be often used when it does not bring harm to the child.
If these positives techniques are not working effectively and inappropriate behavior persists, we will use the following:
1. We will observe and record the child's inappropriate behavior and what we have done to try to correct the problem.
2. Parents will be asked to come in for a parent teacher conference to develop a specific action plan
3. The staff may suggest a outside source to work with the child,
4. If the appropriate behavior continues, parents will be asked to keep the child home for a few days.
5. If the behavior continues, we may disenroll the child.
The center may disenroll immediately any child whose behavior creates risk of harm to the health or safety of other children or staff, without following the guidance steps above.
PAYMENT POLICY
Payment Policy
Tuition: Tuition is due Friday of each week to pay for the following week. The registration fee and first week fee is due upon enrollment. The center will be open each day, Monday through Friday 6:00 a.m. to 6:00 p.m.. We will be closed the following six holidays: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving and the Friday after, and Christmas. Full tuition will be charged for weeks in which these holidays occur. We will also be closed several days during the Christmas Holidays and Spring Break. There will not be a fee for those days and the dates will be announced at a later time.
Registration Fee: An annual registration fee of $25 per child is due upon enrollment and the first week of each September. Registration fees are nonrefundable.
Late Payment Fee: Any payments received after Monday morning (after you've dropped your child off) will result in a $10 late fee. Accounts one week in arrears may result in immediate disenrollment. However, upon payment, enrollment will be reinstated if space is available.
Returned Check Fee: There is a $25 charge for any returned checks. Late PickUp Fee: A late pickup charge of $5 per ten minutes late will be charged whenever a child is left after 6:00 p.m. Payment shall be made upon pickup.
Absenteeism: If your child is absent from the center one full week, you will not be refunded. If your child should miss more than two weeks, you may disenroll your child. You may reenroll your child by paying the registration fee, providing space is available.
Withdrawal Policy: We require two weeks notice prior to your child's last day. We will also give the parent/guardian a two week notice when a child is disenrolled.

A Sibling discount will be given to families with more than one child. The discount is 10% off the tuition for the most expensive child on the days that both children attend.
The Half Day rate is for less than 4 hours.
The Daily rate is for more than 4 hours.
There is a $25.00 annual registration fee for Full-time or Part-time students.
With proof of transferring from another facility the registration fee will be waived.
